The two very flat surfaces on an inclined plane are rubbing against each other causing a high amount of friction. On a lever however the contact patch is so minimal that there is barely any friction being made. Ways to overcome this problem with the inclined plane is to attach wheels onto the bottom of the object being moved so there is a smaller contact patch thus having a less friction surface. You could also sand or apply wax and oil onto the surface of the ramp to make it more slippery and smoother for the object to slide up.
